Mission Statement

The Vision of Elk Run HOA 3,5 (We refer to ourselves as "HOA Light")

Our mission is to foster a vibrant and
harmonious family community.  
Our association adopts a hands-off approach,
minimizing interference in homeowners' affairs as
long as they respect their property
and the neighborhood.
We aim to provide minimal regulations, focusing
on essential communal needs while allowing
residents the freedom to manage their
properties independently while still
adhering to the Association CCRs.

Our Goals

Explanation of Goals

Landscaping of Shared Areas:

  • HOA got bids from 4 separate landscaping
    companies.

  • The initial clean-up was completed in 2019.

  • We have agreed on a landscaping company for ongoing maintenance.

 

Maintaining Common Fence on 228th:

  • HOA finances will not cover the replacement of the existing fence. Fences are the financial
    responsibility of each homeowner along 228th. 

 

Protect Home Owners Against Liability:

  • There is an open question concerning the legal liability of homeowners should an injury occur in the shared HOA area along 228th.

  • We have conferred with two different lawyers but have not received a definitive answer on this.  It seems that the question can only be settled by litigation.

  • Maintaining the HOA with an appropriate insurance policy protects against this risk

  • The HOA purchased liability insurance which took effect in July 2018

 

Communicate Shared Interests to City and Others:

  • HOA board members have in the past been in conversations with city officials regarding the fate and upkeep of the former golf course.  That property has now been deeded to the City of Maple Valley.  The green space in between the houses on SE 279th st and SE 277th st are now being maintained by the City.

 

Dues and Accounting:

  • The HOA will only collect what is needed to support its mission statement.  While the HOA is technically allowed to increase dues by 12% each year according to our bylaws, it is anticipated that this only needs to happen twice to meet the needed operating revenue of the HOA light.  Once in 2019/2020 billing year, and 2020/2021 billing year. 

    • This would increase the dues from  $94.08 2018/19 year to approximately $105 for the 2019/20 year, and then to $118 for the 2020/2021 year. Dues would stay at $118.00 going forward.   

    • We plan to resume collecting dues from those homeowners in Elk Run Division 5, starting in October of 2018.  See below for info on Division 3.

  • The revenue from these dues would be spent in accordance with the attached projected budget  

  • The HOA has worked to find creative solutions to achieve the above goals without only a minimal increase in dues, and no special assessments of any kind.

  • We are also including our bank account statements as part of this newsletter in an effort to provide full transparency

 

Separation of Division 3:

  • Vote on removal of Elk Run 3

    • In the past, community members from Elk Run Division 3 would like to sever ties with the HOA.  This is due to several factors, the main one being that Division 3 does not contain any shared areas, and so would get less overall benefit.  Because severing of ties requires 2/3 of all members to vote in the affirmative, we need to collect votes on this topic from all members of Elk Run Division 5.  There will be legal fees associated with this dissolution, but some legal expenditure will be necessary to clean up the existing incorporation documents.  

    • It is unclear at this time whether severing Elk Run Division 3 would result in any legal fees beyond this and if they will actually start the process to do this.

changes in the neighborhood as a result of the
